Technical Consultant on Project Design, “Development of Project Design for Increasing women-led and owned businesses' participation in international trade and utilization of trade agreements through collection and analysis of sex-disaggregated data”
About RT4DThe Regional Trade for Development (RT4D) initiative is funded by both the Governments of Australia and New Zealand. It assists ASEAN Member States (AMS) in meeting their commitments and realising the advantages offered by the Agreement establishing the ASEAN-Australia-New Zealand Free Trade Area, or AANZFTA, and the Regional Comprehensive Economic Partnership, or RCEP.
Through the AANZFTA Implementation Support Program (AISP) and the RCEP Implementation Support Program (RISP), RT4D provides tailored support to enhance the capabilities of ASEAN Member States by strengthening skills, building networks, facilitating policy options and ensuring that trade benefits everyone, including Micro, Small and Medium Enterprises (MSMEs), women and people with disabilities.
Also operating under RT4D is the Trade and Gender Equality Incubator (TGEI), an initiative funded by the Australian Government. The incubator tests ideas and methods, drawing on promising examples, that integrate gender in trade policy, technical cooperation, and development programming.
The Governments of Australia and New Zealand have committed up to AUD 48.7 million to fund RT4D from 2020-21 to 2027-28.
Project SummaryThe RCEP Implementation Support Program (RISP), implemented RT4D Facility, aims to support AMS to realise the full benefits of RCEP through the provision of capacity-building support and access to technical expertise.
The following project is approved under RISP.
- Project Name: Development of Project Design for Increasing women-led and owned businesses' participation in international trade and utilization of trade agreements through collection and analysis of sex-disaggregated data.
- Project Objective: In order to identify women-owned businesses (WOBs) and women-led businesses (WLBs) that could take advantage of the opportunities provided by RCEP, the project intends to gather and analyse sex-disaggregated data in the Philippines. Specifically, the project aims to:
- Collect and analyse sex-disaggregated data on WLBs and WOBs to better analyse and assess the impact of government interventions and available trade agreements.
- Capacitate and enable identified WLBs and WOBs to better understand the benefits of FTAs and how they can be leveraged to increase their international competitiveness.
- Identify key performance indicators (KPls) to monitor and evaluate WLBs and WOBs' level of participation in international trade.
- Generate trade leads for potential business partnership or market expansion of WLBs and WOBs.
The Opportunity
RT4D is seeking a consulting firm/consortium (hereinafter referred to as “the Consultant”) to manage and deliver the abovementioned project, in close collaboration with the RT4D Facility and the Project Proponent. The final Project outputs will be subject to comments, amendments, and approval from the RT4D Facility Team, the Project Proponent and Australia's Department of Foreign Affairs and Trade (DFAT).
The general competencies and qualifications that the Consultant should demonstrate include (but are not limited to):
- Skilled and experienced expert/team of experts with the technical expertise, bandwidth, and capabilities to support the RT4D Facility to deliver all outputs in alignment with the remit and timelines set within this Scope of Services.
- Demonstrable experience and technical and subject matter expertise in the field of gender analysis, international trade, trade agreements, and the collection and analysis of sex-disaggregated data.
- Strong research skills with experiences in conducting quantitative and qualitative research on gender and trade themes, with demonstrated expertise in designing various participatory research methods, e.g.: Focus Group Discussions (FGDs), interviews, surveys and questionnaires, participatory action research, etc.
- Track record in designing, assessing and/or implementing projects that identify, assess and address the needs of women-led and owned businesses (WLBs and WOBs) when engaging in international trade
- Strong communications and collaboration skills with a good understanding of principles of inclusive communications and inclusive activities.
- Demonstrable experience developing program and project plans and designs that consider and incorporate the needs, priorities and concerns of diverse government stakeholders (i.e. stakeholders representing countries with different priorities and capacity constraints and agencies with different mandates and priorities).
- Strong understanding of and ability to operationalise the Monitoring & Evaluation, GEDSI, Communications, Business Engagement and Program Management considerations in line with Project Design requirements. This should include demonstrable ability to develop gender-responsive and inclusive success indicators that meet SMART principles is a distinct advantage.
- Experience working and engaging with multiple ASEAN governments (including the Philippines) is a distinct advantage. The organisation must be comfortable with engaging with ASEAN stakeholders and following ways of working (or comparable governance arrangements).
- Demonstrable experience designing, facilitating and delivering online and on-site consultations that effectively engage a diverse government audience.
- Proven excellent report drafting experience, with ability to incorporate comprehensive feedback at multiple stages.
