Department Summary:

Risk and Safety Services provides risk management, reporting and management of insurance claims, review of agreements, and consultation to all UC ANR units to reduce and manage all types of risks.

Position Summary:

The ERM Analyst 4 serves as Associate Risk Manager for UC ANR. Review proposed agreements (including memoranda of understanding, facility use agreements, and others) for compliance with UC requirements and risk management principles and make recommendations to Director and UC leadership. Develop policy and procedures for background checks and division-wide maintenance of criminal record information for employees and volunteers. Develop ANR Enterprise Risk Management program and resolve risk and safety deficiencies within the institution to achieve and maintain regulatory compliance and reduction of risk. Conduct and maintain risk assessments of specific ANR programs and activities and work with unit Directors and senior leadership to develop and maintain enterprise-wide inventory of potential risks and mitigation activities. Supervise ERM Analyst 1 and 3, providing training, daily oversight, establish goals and performance standards, and provide evaluations.

This position is a career appointment that is 100% fixed. 

The home department for this position is EH&S/Risk Services. While this position normally is based at 2801 2nd Street in Davis, CA, this position is eligible for hybrid flexible work arrangements, for applicants living in the State of California, at this time. Please note that hybrid flexible work arrangements are subject to change by the University. 

Pay Scale: $87,300.00/year to $125,300.00/year

Key Responsibilities:

30%

Review agreements of varying complexity (including memoranda of understanding, facility use agreements, contracts and others) for compliance with UC policy requirements and risk management principles. As needed, coordinate with ANR unit Directors, staff, UC attorneys, and third parties to negotiate revision of agreements to comply with UC policies and assist with negotiation. Prepare correspondence to help interpret complex UC risk management policies and procedures for ANR stakeholders. Perform review of Requests for Certificates of Insurance, compare with University's highly complex insurance tower and issue insurance certificates up to $5,000,000 per occurrence and $5,000,000 general aggregate for Property, General and Automobile Liability to outside entities doing business with the Division. Review Certificates of Insurance provided by other entities to ensure compliance. Consider requests for waivers of insurance requirements or other risk management procedures and recommend or implement action.

Manage claims reporting and administration activities related to general liability, property, employment practices and auto claims and insurance programs. Perform complex coordination between ANR departments, third party claims administrators, UCOP Risk Services and UC attorneys to assure that claims and/or litigation are handled and resolved properly.

Implement UC ANR Enterprise Risk Management (ERM) programs, including risk assessment, inventory, mitigation, monitoring and communication. Responsible for providing analysis for highly complex potential loss areas across the ANR division and determine appropriate type and level of loss protection/mitigation for recommendation to senior leadership. Provide complex reports and consultation for leadership Ethics, Compliance, and Risk Committee (ECRC). Conduct onsite review, assessment and training for wide variety of UC ANR programs and locations statewide. Develop and conduct training on risk management and mitigation. Advise other ANR departments or programs on risk mitigation strategies or policies.

Direct or perform statistical studies of risk management program data. Produce and give reports and presentations. Provide recommendations for the Director and other ANR senior managers. Develop, interpret and implement all risk management-related policies and procedures. Review and monitor General and Employment Liability (GAEL) insurance premium assessments made by the Office of the President, make recommendations for cost containment. Work with Financial Services unit to design and implement a fair and equitable distribution of GAEL assessment to all ANR units. Represent ANR on enterprise-wide and University-wide Risk Management committees and task forces.

Oversee background check / criminal records review for employees or volunteers. Manage other risk analysts to review, develop, and maintain policies and procedures for background/criminal records review. Use Department of Justice (DOJ) and third-party systems to review and maintain background check information for new and existing employees and volunteers statewide. Oversee implementation of University and ANR policies and guidelines to assess criminal record information, investigate and follow up on arrest notifications, or other criminal record information. Communicate background results with various ANR staff and programs statewide. Oversee the monitoring of employee and volunteer databases and maintain DOJ compliance.

Requirements:

  • Bachelor's degree in related area and / or equivalent experience / training.
  • Advanced knowledge in the following areas: risk management; insurance; analysis; contracts; knowledge of common organization-specific computer application programs; knowledge of organizational processes and procedures; understanding of organizational rules and regulations.
  • Advanced interpersonal skills, customer service orientation, active listening skills, and effective team leadership skills.
  • In depth ability to concisely present complex risk findings and make recommendations verbally and in writing.
  • Advanced ability to use critical thinking and analytical skills to solve problems.
  • Advanced ability to develop policies, procedures, guidance documents and conduct training to diverse populations.

Preferred Skills:

  • Associate in Risk Management (ARM) credential preferred.

Special Conditions of Employment:

  • Travel including travel outside normal business hours may be requested. Overtime and occasional weekend work as needed, usually on short notice to meet operational needs may be requested.
  • DMV Pull Program: Must enroll in the DMV Pull-Notice Program.
  • Must possess valid California Driver's License to drive a County or University vehicle. Ability and means to travel on a flexible schedule as needed, proof of liability damage insurance on vehicle used is required. Reimbursement of job-related travel will be reimbursed according to University policies.
  • Must comply with regulatory agency reporting requirements (California's Child Abuse and Neglect Reporting Act).
  • The University reserves the right to make employment contingent upon successful completion of the background check. This is a designated position requiring a background check and may require fingerprinting due to the nature of the job responsibilities. UC ANR does hire people with conviction histories and reviews information received in the context of the job responsibilities.
