Job Summary

* Under the direction of the Director of Special Projects and in high level coordination with the Executive Director of Capital Projects and the AVC/University Architect, the Associate Director of Capital Project Management, Special Projects is responsible for the supervision and successful performance of a group of project managers to deliver complex capital projects with a high degree of quality within approved budget and schedule parameters. The group is responsible for managing multiple projects with a total budget typically between $25 million and $50 million. Provide a high level of leadership and mentoring to their direct reports to ensure that the management of capital projects are conducted in accordance with all established policies and procedures both internal and external to Design & Construction Management (DCM). Responsible for the day-to-day management and leadership of specific capital improvement projects. The Associate Director of Special Projects has overall responsibility for the implementation of these projects from programming and design through project completion and warranty. Performs work with a high level of independence. 

* Recognized as an organization-wide expert. Has impact and influence on organizational policy and program development. Regularly leads projects of critical importance to the organization; these projects carry substantial consequences of success or failure. May direct programs with organization-wide impact that include formulating strategies and administering policies, processes, and resources.

* Serves as the technical expert in field of expertise. Advises senior management and consults with industry professionals in designing, planning and implementing complex, technical systems and / or customized construction features. Exercises independent judgment, and provides guidance to lower level Building Project Management Specialists.

* Resolves issues / problems requiring specialized knowledge and is widely recognized and consulted by organization staff for their expert knowledge in a specific area of expertise, such as “green” building practices, architecture, engineering, infrastructure or other key building components. Serves as technical expert and provides advice and guidance to all levels of management and provides expert technical advice and consultation at all levels in the area of technical expertise. 

* Responsible for the design, implementation and coordination of complex technical systems, programs, or other customized construction activities within the area of expertise including areas of emerging technology.

* Promotes areas of emerging technology consistent with area of expertise through programs and other educational forums, and creates an appreciation for and sensitivity to programs, projects and systems that employ, expand and enhance building projects utilizing new technologies.

* Establishes project milestones and schedules, prepares cost estimates, functional studies, construction plans and specifications and monitors for adherence to master plans, budgets and schedules. 

* Oversees, manages and supervises work of lower level professional positions.

WORK ENVIRONMENT

  • Construction sites, physical plant operations and office.
  • Work occasional evenings and weekends as required to meet operational needs. Occasional travel. Employee is personally responsible for following and adhering to safety policies and procedures.
  • UC Davis is a smoke and tobacco free campus effective January 1, 2014. MINIMUM QUALIFICATIONS

Minimum License/Certification:

  • License to practice in at least one of the following professions: architecture, engineering, urban design, city planning or landscape architecture.

Minimum Education/Experience:

  • Bachelor's degree and / or equivalent experience / training in architecture, engineering, urban design, city planning or landscape architecture.
  • 12 years experience managing capital projects, including responsibility for the leadership of project teams and the development and management of project budgets and schedules.

Minimum Knowledge, Skills, and Abilities (KSA):

  • Written communication skills to prepare clear, concise, and professional reports and correspondence. Expert written, verbal, and interpersonal skills, including advanced level political acumen and negotiation skills.
  • Knowledge of architectural, engineering, and construction practices; familiarity with California and applicable building codes and regulations; and professional design experience to effectively direct and review the preparation of design and construction documents, review and approve contractor submittals, and to effectively resolve field problems during construction, including advanced skills in budgets, scheduling and construction administration.
  • Advanced knowledge of design and construction, contract administration and state building codes, contract law, and construction claims procedures, including expert understanding of industry practices or highly specialized and critical disciplines.
  • Advanced project management skills to effectively manage highly complex projects or highly specialized and critical components of projects with a significant impact on the organization. Within area of expertise, expert skill in advising and consulting with all levels of management and / or capital planning, budgeting and construction professionals. Advanced knowledge in one or more complex, technical areas of construction, such as sustainability, mechanical engineering, landscape architecture, infrastructure or other specialty fields. Advanced skill to apply specific technological solutions in the construction planning phase and skill in ensuring appropriate implementation and function during project construction and completion.
  • Advanced skill in building, maintaining and nurturing strong professional relationships to achieve short and long range program implementation goals including advanced knowledge of the organization, its infrastructure, rules, regulations, policies and short and long range strategic plans.


PREFERRED QUALIFICATIONS

Preferred Education/Experience:   

  • Experience managing architectural capital projects in a university campus environment.
  • Experience with a wide range of project types such as research laboratories, classrooms, lecture halls, academic and administrative offices, student housing, food service facilities, recreational facilities, campus planning and infrastructure.
  • Experience supervising personnel including recruitment, training, work assignment, setting expectations, evaluating performance, and initiating reward or corrective action as required.

Preferred Knowledge, Skills, and Abilities (KSA):

Knowledge and experience with the policies, procedures and practices specific to capital project administration for the University of California and the Davis campus, including public contracting code. Experience drafting modifications to agreements in coordination with legal counsel.
