Departmental Overview

The Goldman School of Public Policy (GSPP) has 30 ladder-rank faculty, 12 emeriti faculty, more than 70 staff members, and more than 30 academic Lecturers. It occupies seven buildings (both on and off campus) with more than 40,000 assignable square feet; within those buildings are eight classrooms and more than 100 offices.

The School is primarily a graduate school, with four-degree programs at the graduate level: the Masters of Public Policy (MPP); a Self-Supporting Degree Program - the Masters of Public Affairs (MPA); the Masters of Development Practice (MDP); and our PhD program in Public Policy. Its annual budget is approximately $40M, made up of revenue sources such as current use and endowed philanthropy funds, contracts and grants, supplemental tuition from the MDP and MPP programs, self-supporting degree revenue from the MPA, and state funding.

The School is home to more than 10 research centers led by GSPP faculty: the Institute for Research on Labor Economics; the Center for Studies on Higher Ed; the Center for Environmental Public Policy; the Berkeley Institute for Young Americans; the Center on Civility and Democratic Engagement; the Global Policy Lab; the Possibility Lab; the Center for Security in Politics; the Berkeley Opportunity Lab; the California Policy Lab; the India Energy and Climate Center; the Risk and Resilience Research Lab, Berkeley Risk and Security Lab; and others.

GSPP enrolls more than 1500 undergraduates annually in elective classes, and has more than 600 students in its undergraduate minor. The School has approximately 330 Master's degree candidates, 20 PhD students, and more than 3,000 alumni. GSPP hires more than 60 graduate student instructors, readers, lecturers and graduate student researchers annually. Its constituency also includes parents, friends and a number of organizations representing state, federal and local government and policy organizations. Former UC President Emerita Janet Napolitano is a ladder rank faculty member at the School, and she has expanded the research in Security Policy, as well as enabling connections with heads of state and former heads of state, both in the United States and abroad.

GSPP has been ranked first among Policy Analysis schools in the US for more than 20 years by US News and World Report. GSPP is also consistently ranked as one of the top graduate schools of Social Policy, and ranked fourth nationally in the fields of Public Affairs and Environmental Policy & Management.

GSPP faculty are leaders in their respective fields, contributing to cutting-edge research with meaningful impacts on society. GSPP faculty and alumni have served as advisors and in top roles across the public sector, private industry, and non-profit organizations.

With the arrival of Dean David Wilson in 2021, GSPP has embarked on an ambitious plan to grow the School significantly in terms of size, diversity, and impact–to fulfill our public mission, meet society's changing needs, and strengthen our position as an expert national and international resource and beacon of excellence. We are continuing to increase the number of faculty, staff, and students as well as expand our areas of excellence and our slate of formal and informal curricular offerings. We are devising new organizational structures, piloting new programs, forging new partnerships, expanding our research and areas of expertise, launching ambitious new development plans, updating and refining our business processes and practices, and continually striving to evolve and improve.

Position Summary

Since 2013, GSPP has also been home to Berkeley Global Executive Education (BGEE), which offers executive education for senior and mid-career government officials and public policy practitioners from the United States and around the world. BGEE's online, custom, short-term, and long-term programs have trained nearly 1,500 participants from over 30 ministries in a dozen countries, equipping the world's leading policy makers, executives, and scholars with practical experience and tools for better decision making.

The Program Manager, BGEE and Strategic Initiatives, is a new role intended to help rebuild, expand, grow, and innovate BGEE programs as well as support GSPP's strategic growth in key areas, including democracy policy, technology policy, climate policy, security policy, and agile government.

Responsibilities

Directs and administers an independent academic or research program with complete responsibility for administrative and programmatic activities including assisting with the design and development of the academic program or research being developed (i.e., curriculum development):

  • Collaborates with Director of Strategy and Innovation and relevant faculty on content, program structure, schedule, logistics, budget, and special activities (e.g., site visits).
  • Participates in strategic meetings with prospective clients and partners.
  • Following an approved template, develops and submits program proposals, drafts scope of work documents, and develops and processes contracts/agreements with the appropriate campus entities.
  • For each program, develops full-scale project plans, including progress tracking and data capture, timelines, project tasks and resource requirements; leads regular check-in meetings; liaises with faculty, client representatives, campus administrative units, and program participants.
  • Serves as primary point of contact for program faculty and participants: communicates compensation information to faculty and prepare invoices and contracts, manages security clearance/screening for potential clients and participants, gathers pertinent info from participants, answers questions, communicates welcome and expectations, and solves problems in real time.
  • Assembles and distributes instructional materials; supervises the use of intellectual property and material preparation for programs, including material distribution, pre- work activities, etc.
  • Provides high-touch, hands-on support during programs to clients, participants and faculty, providing the highest level of customer service.
  • Oversees procurement and supervises supporting staff member to manage logistics, including identifying and contracting with venues and vendors, such as transportation, catering and hotels.

Assesses the program's effectiveness and recommends changes to program content, policies, and procedures accordingly. Identifies and recommends opportunities for growth and expansion.

  • Gathers and analyzes data; maintains accurate records; reviews and explains trends to support marketing, admission, program delivery, and program design.
  • Drafts and/or generates routine communications and reports.
  • Serves on committees representing the program and acts as proxy for Director of Strategy and Innovation.
  • Participates in budget planning and monitors income and expenditures to ensure adherence to principles of financial transparency, responsibility, and self-supporting sustainability.
  • Identifies and pursues funding opportunities and revenue streams for BGEE.

As a key member of the Dean's Immediate Office, supports GSPP strategic initiatives in the following ways:

  • Works with GSPP leadership to craft proposals, prepare reports and presentations, conduct analyses, and manage administrative and HR functions.
  • Participates in short- and long-term planning, facilitates meetings, and manages projects.
  • Supports budget planning and accounting processes for the Dean's Immediate Office.
  • Works collaboratively with staff in the Dean's Immediate Office on events, development, communications, and strategy, and assumes team-wide responsibilities as needed.
  • Works with program leadership to identify and pursue funding opportunities and revenue streams for new strategic initiatives.
  • Facilitates the efforts of faculty, staff, donors, and external partners to ensure successful and productive collaboration.
  • Develops new systems, procedures, and practices and models continuous, iterative improvement in support of operational excellence.

Required Qualifications 

  • Professional experience designing, developing, marketing, and managing online or in-person instruction for adult audiences; experience with revenue generation.
  • Advanced knowledge of administrative, budgetary, human resources and financial principles and practices.
  • Excellent strategic thinking, attention to detail, time management and project management skills. 
  • "Can do" attitude and demonstrated ability to manage a complex workload, prioritize tasks, and use good judgment in providing services based on goals.
  • Excellent customer service skills, strong interpersonal skills, and proven ability to build strong working relationships with diverse faculty, staff, and participants.
  • Ability to interact effectively and tactfully with members of the academic and professional communities; demonstrated experience working in a dynamic, entrepreneurial environment with colleagues and clients of diverse backgrounds and customs; experience working with vendors and contractors.
  • Excellent cross-cultural communication skills and ability to successfully bridge difference cultural/social practices, norms, and expectations.
  • Demonstrated ability to maintain or exceed budget and margin goals for each program.
  • Knowledge of project management tools and comfort with technology essential.
  • Advanced oral and written communication skills. 
  • Demonstrated ability to set priorities, juggle multiple responsibilities and tasks, solve problems, and manage last-minute needs and changes gracefully. 
  • Ability to stay calm under pressure.
  • Advanced ability to think creatively and independently on concepts requiring advanced analytical skills.
  • Demonstrated experience working successfully independently and as part of a team.
  • Must be able to work early mornings, evenings, and weekends on occasion, particularly on-site during program events.
  • Advanced ability to work collaboratively with internal and external peers and managers.

Preferred Qualifications 

  • Knowledgeable, energetic, and passionate about public policy and education.
  • 5-10 years of substantial academic program management experience.
  • Experience and understanding of current public policy issues.
  • Knowledge of learning management systems and various classroom and online learning technologies highly desirable.
  • Knowledge of pedagogical best practices for classroom, online, and hybrid learning technologies highly desirable.

Salary & Benefits

This is a 100% full-time (40 hrs a week) exempt career position, which is paid monthly and eligible for UC Benefits.

This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, analysis of internal equity, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience. 

The budgeted salary or hourly range that the University reasonably expects to pay for this position is $120,000.00 - $155,000.00.
