UC Davis Continuing and Professional Education (CPE) is the lifelong learning arm of the university. The division maintains the most diverse portfolio on the campus, with programs spanning pre-college, professional continuing education, workforce development, international academic and cultural exchange, and training services for corporate and agency partners. As a global leader in continuing education, CPE serves learners regionally, nationally and globally, and posts more than 55K enrollments annually making it the third largest UC Extension by enrollment. Beyond its community-facing role, CPE serves as the internal hub for online education in support of other academic units on the campus. CPE employs approximately 180 employees and draws on the expertise of approximately 1,700 instructors.


Job Summary

Under the general guidance of the Assistant Director of Financial Services within UC Davis Continuing and Professional Education (CPE), the Contracts & Grants Administrator works with a high level of independence and is responsible for the fiscal control, accounting and reporting of large, complex contracts and grants awarded at CPE. The Contracts & Grants Administrator will be responsible for the administration in pre-and post-award contract activity for the Title VI-E Stipend program ($26M annual budget). The Title IV-E Program provides monetary support to undergraduate and graduate students who intend to pursue or continue a social work career in the field of public child welfare. In partnership with the California Department of Social Services (CDSS), UC Davis Continuing and Professional Education – Human Services has responsibility for administering this program for the 10 schools of social work in the Northern, Bay Area and Central regions of the state. The Contracts & Grants Administrator collaborates with several critical campus administrative units to ensure the interests of the organization are considered in campus policy and system development. Works directly with the Executive Director of CPE Human Services, Title IV-E Stipend Program Site Director, 10 schools of social work throughout California, and other key stakeholders to assess complex contract and grant proposal/award requirements, develop and review budgets, and administer several large subawards.

MINIMUM QUALIFICATIONS

Minimum Education/Experience:

  • Experience in public sector accounting for a large and complex organization with a minimum 3+ years of demonstrated experience in pre- and post-award research administration and financial analysis.
  • Extensive experience with all types of federal award mechanisms, including grants, contracts, subcontracts, and cooperative agreements and experience interpreting and adhering to federal and state contract and grant guidelines (i.e. AB 20).
  • Experience developing budgets, reconciling ledgers and developing and/or adapting spreadsheets and databases as well as experience analyzing budget proposals and policies, or performing high-level financial management tasks in a multi-fund source environment.
  • Experience using Microsoft Excel and other common programs to perform complex financial analysis, distill relevant financial and statistical information from large data sets and present the information for financial reporting.
  • Experience using analytical, critical thinking problem-solving skills analyzing work flows and designing efficient business processes.

Minimum Knowledge, Skills, and Abilities (KSA):

  • Strong organizational skills to plan, coordinate, work independently, set priorities, multi-task and adapt to changing priorities while meeting all required deadlines under time constraints.
  • Oral/written communication and interpersonal skills to disseminate complex information clearly and concisely while maintaining confidentiality, good judgment and diplomacy and establish cooperative working relationships with people from diverse backgrounds.


PREFERRED QUALIFICATIONS

Preferred Education/Experience:   

  • Bachelor's degree in business, accounting, finance, or a related a field.
  • Project Management experience in strategic planning, risk management and/or change management (includes process improvement), which includes effective communication skills, problem-solving and leadership skills, project planning, conflict resolution, risk management, and time management, or equivalent experience as a project manager.
  • Experience working with contracts and grants on the UC Davis campus or within a large university system w/expert level knowledge of UC policies and procedures.
  • Experience maintaining accountability, establishing audit trails and working with a complex accounting structure.

Preferred Knowledge, Skills, and Abilities (KSA):

  • Excellent customer service skills, orientation and experience in developing thoughtful solutions to customer needs/problems.
