The full salary range for this position is $82,300 - $151,700/yr. The budgeted salary range that the University reasonably expects to pay for this position is $82,300 - $90,530/yr.

The Academic Senate represents the faculty in the shared governance of the institution. Brief Summary of Job Duties

Provides analytical and administrative support to the Charges Officer, Charges Advisory Committee, ad hoc Charges Committees, and Committee on Privilege and Tenure, all of which are tasked with addressing faculty conduct matters. Maintains a comprehensive understanding of all related policies and procedures and advises faculty and others with regard to their application. Coordinates interviews, case intake, preliminary reviews, investigations, and hearings pertaining to faculty grievances and complaints of alleged violations of the Faculty Code of Conduct. Drafts and edits correspondence and maintains records of all case-related activities. Ensures strict confidentiality and compliance with all relevant policies. Provides institutional memory. Monitors existing policy for ongoing compliance with overarching University and campus policy and, when called for, drafts proposed revisions for broad review and approval. #LI-KA1
 

Required Qualifications

  • Bachelor's degree in related area and/or equivalent experience/training.
  • 4-6 years of experience in higher education or public administration.
  • 4-6 years of experience with policy analysis and interpretation.
  • Ability to interpret, communicate, and apply complex policies and procedures.
  • Keen listening skills and ability to respond with a combination of diplomacy and sensitivity.
  • Ability to use discretion and maintain strict confidentiality.
  • Exceptional writing and analytical skills that can be applied to drafting/revising policy documents.
  • Expert organizational skills and attention to detail.
  • Knowledge of the structure and function of University offices and departments, and their organizational relationships.

Preferred Qualifications

  • Knowledge of judicial process.
  • Master's degree.

Job Functions and Percentages of Time:

Charges Analyst 40% - The Academic Senate Charges Officer is responsible for addressing matters that pertain to the Faculty Code of Conduct, a document that sets forth the ethical and professional standards which University faculty are expected to observe. The Charges Analyst supports the Charges Officer, Charges Advisory Committee, and ad hoc Charges Committees in responding to alleged violations of the Faculty Code of Conduct. Specific duties: 1. counsels potential complainants and others regarding options for seeking redress within the Senate Charges process; keeps the Charges Officer apprised of new and potential complaint submissions; participates in consultations requiring perceptive and patient listening and tactful response in delicate situations; maintains strict confidentiality and communicates confidentiality protocols to all involved parties; 2. Ensures that complaints of alleged violations are addressed in precise accord with the Campus Procedures for Enforcement of the Faculty Code of Conduct, Academic Personnel Manual, and University Bylaws; 3. in consultation with the Charges Officer, coordinates, monitors, and maintains records of all activities related to informal and formal complaints, including attempts to achieve informal resolution; 4. when requested by the Charges Officer, calls meetings of the Charges Advisory Committee, which determines whether it is advisable to form an ad hoc Charges Committee to conduct a full investigation; when advised, works with the Charges Officer and Committee on Committees to form an ad hoc Charges Committee; 5. administers all aspects of the work of ad hoc Charges Committees, including collection of evidence, advising on policy and procedure, seeking input from UC General Counsel, coordination of confidential interviews, and preparation of the Charges Committee's final report.

Privilege and Tenure Analyst  40% - The Committee on Privilege (P&T) is charged with considering faculty grievances, disciplinary cases, and early termination cases. The Committee is also responsible for rendering advice on campus and University policies that may affect academic privileges and tenure. The work of the Committee varies based on caseload. The P&T Analyst advises the Committee, manages all administrative aspects of its work, and serves as adviser to potential grievants. The work of P&T is strictly confidential, and the analyst must exercise patience, tact, good judgment and utmost discretion in carrying out all responsibilities. Specific duties: 1. advises the chair, committee members, and any member of the campus community regarding rules, regulations, policies, and procedures related to faculty privilege and tenure. Uses knowledge of all campus and University bylaws and regulations pertaining to faculty privileges and tenure, including the Academic Personnel Manual, Standing Orders of the Regents, divisional and systemwide bylaws, Procedures for Enforcement of the Faculty Code of Conduct, and University Policy on Sexual Violence and Sexual Harassment; consults University Counsel as necessary; 2. listens to faculty concerns and accounts of related events and advises on options for seeking redress via available remedies or refers to other appropriate campus resources; 3. coordinates the complex grievance process and ensures that all steps are carried out in a timely manner and in accord with governing policies and procedures; 4. in the event that a P&T hearing is called for, schedules and manages a formal, quasi-judicial hearing that takes place off campus, including the hiring of court reporters and ensuring appropriate, confidential record keeping. 5. following the hearing, assists the P&T Committee in preparing and submitting its recommendations in a report to the chancellor; 6. represents the Committee to campus administrators, departments, colleges and schools, chairs of other Academic Senate committees, and the UC Committee on Privilege and Tenure.

Other Duties/Projects 20% - Ensures that campus policy is fully compliant with overarching systemwide policy. Drafts proposed revisions to Senate policy and procedures for broad Senate/administrative review and approval. While specializing in faculty conduct matters, works in a team environment and communicates to other Senate analysts on matters with campus and office-wide impact. Participates in round-table staff meetings. May be assigned responsibility for or participation in other projects as determined by the Senate Chair and/or the Executive Director.
