  POSITION SUMMARY
The Project Manager oversees the planning, implementation, and execution of specific projects on behalf of the tribal government. The Project Manager will incorporate the following nation-building strategies: Transformational leadership, strong governing systems, strategic outlook, cultural relevancy, and sovereignty into project management processes. Develops project plans, establishes timelines, allocates resources, and monitors progress to ensure successful completion. Collaborates with various stakeholders, including tribal departments, community members, and external partners, to ensure project objectives are met and that projects are aligned with the Nation's overall goals. Continuation of this position is contingent upon funding allocations.

DUTIES AND RESPONSIBILITIES:
1. Oversee projects lifecycle: Manage the entire project lifecycle from inception to execution and closure ensuring alignment with nation-building strategies.
2. Alignment with Oneida Business Committee (OBC) Goals: Ensure assigned projects meet scope,
objectives, timelines, and budget in accordance with goals set by the OBC, taking into account the principles of strong governing systems and sovereignty.
3. Project Management Services: Provide comprehensive project management services for the OBC,
integrating transformational leadership into the following activities: a. Project Charter: Plan, facilitate, and create project charters that reflect strategic outlook and cultural relevancy.
b. Project Plans: Review and update existing project plans to ensure they align with the needs of the
community and the goals of the OBC.
c. Project Schedules: Develop and maintain project schedules to ensure timely completion, considering
strategic outlook.
d. Communication: Effectively communicate goals, objectives, policies, and procedures, respecting
cultural relevancy and sovereignty.
e. Resource and Risk Management: Manage project resources, risk, and progress, applying strong
governing systems.
f. Cost Tracking: Track the cost of tasks and supplies in line with departmental budgets.
g. Quality Assurance: Evaluate completed projects to ensure quality work before implementation.
h. Prepare implementation strategies, communication, and post implementation assessments.
i. Updates: Review, approve, and submit updates to the OBC promptly.
j. Stakeholder Communication: Ensure effective communication with team members and stakeholders,
demonstrating transformational leadership.
4. Reporting: Keep leadership and departments informed of project activities through meetings, records, and monthly
reports, demonstrating transparency and strong governing systems.
5. Project Leadership: Act as the project lead for designated Business Committee projects, embodying
transformational leadership principles by:
a. Team Collaboration: Collaborate with operations and other team members as needed.
b. Main Contact: Serve as the main contact for the designated OBC project.
c. Meeting Facilitation: Schedule project meetings and come prepared.
d. Conflict Resolution: Address conflicts professionally and promptly. 6. Strategic Recommendations: Make recommendations to the OBC based on emerging trends, opportunities, competitive threats, and internal process improvement, reflecting a strategic outlook. 7. Continuous Learning: Stay updated with professional and technical knowledge by conducting research,
attending seminars, educational workshops, classes, and conferences, aligning with the strategy of cultural
relevancy and sovereignty.
8. Compliance: Adhere to all Tribal Personnel Policies and Procedures and Standard Operating Procedures, ensuring strong governing systems.
9. Flexibility: Recognize that the duties and responsibilities may evolve based on organizational needs and as deemed necessary by the supervisor, in line with transformational leadership principles.

PHYSICAL REQUIREMENTS/WORK ENVIRONMENT:
1. Frequently walk, sit; reach with hands and arms. Occasionally stand; climb or balance; stoop, kneel, crouch, or crawl; lift and/or move up to twenty-five (25) pounds with assistance.
2. Generally, work performed in an office setting with a moderate noise level.
3. Extended hours, and evening and/or weekend work may be required.
4. A Tuberculosis (TB) Screening and/or 2 step TB Skin Test are required within thirty (30) days of employment and annually thereafter as required.

STANDARD QUALIFICATIONS:
1. Knowledge of applicable federal, state, county and local laws, regulations, and policies related to economic
development.
2. Knowledge of Oneida Nation organization, functions, objectives, policies, and procedures.
3. Proficient use and knowledge of the principles and practices used in project management.
4. Skill in coordinating and leading diverse teams.
5. Strong organizational and time management abilities to handle multiple tasks and meet deadlines.
6. Ability to synthesize, create and present reports, updates, or plan logistics to various levels and areas.
7. Ability to exercise independent judgment and enact decision making skills.
8. Ability to work both independently and collaboratively as part of a project team.
9. Ability to analyze situations and adopt appropriate courses of action.
10. Skill in operating various word processing, spreadsheets, virtual teams, presentations, and database software programs in a Microsoft environment.
11. Must possess effective communication and interpersonal skills to interact with legislators, staff, and stakeholders. Ability to communicate efficiently and effectively both verbally and in writing.
12. Ability to establish and maintain positive working relationships with the individuals of varying social and cultural backgrounds and in a team setting.
13. Must adhere to strict confidentiality in all matters. (Must sign a confidentiality statement prior to employment.)
14. Must be willing and able to obtain additional education and training.
15. Must pass a pre-employment drug screening. Must adhere to the Nation's Drug and Alcohol-Free Workplace Policy during the course of employment.
16. Must pass a background security check with the Oneida Nation in order to meet the Employment Eligibility
Requirements, Tribal/State Compact and/or Oneida Nation Gaming Ordinance as they pertain to the position. A temporary license or Gaming License issued by the Oneida Gaming Commission is required as a condition of employment and continuing employment within the Oneida Nation's Gaming Division.
17. A valid driver's license or occupational driver's license, reliable transportation, and insurance are required. Must obtain a Wisconsin driver's license or occupational driver's license within thirty (30) days of employment if applicant has an out-of state driver's license. Must be authorized as eligible to operate a Personal and Tribal vehicle under the Oneida Nation's Vehicle Driver Certification and Fleet Management Law prior to actual start date. Must maintain driver's eligibility as a condition of employment.

PREFERRED QUALIFICATIONS:

1. Project Management Certification.
2. Experience working in a tribal government or with Indigenous communities preferred.
3. Knowledge of tribal governance, sovereignty, and federal Indian policy is preferred.
4. Experience with Project Management software preferred.

MINIMUM QUALIFICATIONS:

2. Bachelors Degree in relevant or related field.
3. Five (5) years of successful experience in leading or developing projects, using project management
principles, strategic planning; and/or an equivalent combination of education and experience may be considered.
